The facility of the Hesse Point of Single Contact is aimed at individuals and juristic persons in Germany and abroad.
For some procedures you currently can not use the online application - please appeal directly to the Point of Single Contact Hessen, preferably by e-mail. Your PSC will inform you about the necessary documents of your

This Directive does not apply to the following activities in particular (see also Articles 2 and 3 EC Services Directive):
- Non-commercial services in the general interest;
- Financial services, such as bank services and services associated with the granting of credit, insurance and reinsurance, commercial or individual
care for the elderly, securities, financial investments, payments, investment advice, including
the services listed in Annex I of the Directive 2006/48/EC;
- Electronic communication services and networks, as well as associated facilities and services in the fields regulated under
Directives 2002/19/EC, 2002/20/EC, 2002/21/EC, 2002/22/EC and 2002/58/EC;
- Transport services, including harbour services that fall under the field of application of Title V of the Treaty;
- Services of agencies dealing with subcontracted work;
- Health services, irrespective of whether they are carried out by health-care facilities and irrespective of whether they are they are
organised and financed at a national level, or whether these are public or private services;
- aAudio-visual services, including the area of cinema and film, irrespective of their type of
production, circulation or transmission, and radio;
- Games of chance that require a financial stake, including lotteries, games of chance in casinos and bets;
- Activities associated with the exercising of public authority in the sense of Article 45 of the Treaty
- Social services associated with social housing, child-care and the support of families and persons permanently or
temporarily in need of help, which are carried out by the state, by service providers commissioned by the
state or by facilities recognised by the state as being of benefit to the public;
- Private security services;
- Activities of notaries and bailiffs appointed by state offices, if the provisions of another act under
Community law regulate specific aspects of the assumption and exercise of a service activity
(in particular Directive 96/71/EC, Ordinance (EEC) No. 1408/71, Directive 89/552/EEC of the Council
dated 3 October 1989 on the coordination of particular legal and administrative regulations of member states'
provisions on television broadcasting, Directive 2005/36/EC).
